After signing the agreement and sending the Presidential Message from the Executive Branch, it is sent to the National Congress.
The agreement is initially analyzed by the Chamber of Deputies, where it will pass through the Committee on Foreign Affairs and National Defense (CREDN) and the thematic committee, related to the matter of the agreement in question, if necessary. These Commissions have the task of analyzing the agreement, considering its legal, political and economic aspects, in addition to holding any public hearings to discuss the topic. If approved by the Commissions, the agreement is converted into a Draft Legislative Decree and goes on to be voted in plenary at the Chamber of Deputies.
If the agreement is approved by the Chamber of Deputies, the Draft Legislative Decree will go to the Federal Senate, where it will also pass through the Committee on Foreign Affairs and National Defense (CRE). In the same way, the commission carries out the analysis of the agreement and promotes eventual debates on the subject. After approval by the committee, the PDL is submitted to a vote in the plenary of the Senate.
After approval by both Houses of the National Congress, the Legislative Decree that goes on to be enacted by the Executive Branch, becoming part of the Brazilian legal system.
